Top Finance Official for Massachusetts Port Authority Joins Nation’s No. 1 MWBE Investment Banking Firm as National Head of Quant Group

Municipal Finance veteran who has held top positions at public agencies nationwide will head Quantitative Group for Siebert Williams Shank &Co., LLC

The former Director of Treasury for the Massachusetts Port Authority (MPA), which oversees airports and seaports that serve as the nation’s gateway to New England, will join Siebert Williams Shank (SWS), the nation’s No. 1 minority- and women-owned investment bank, as Managing Director and National Head of the Quantitative Group.

Pi Tao Hsu, who oversaw the MPA’s $2.5 billion debt portfolio and $1.7 billion in investments, will lead SWS’s Quantitative Group, bringing her considerable skills in transaction structuring and negotiating, debt management, and experience in investment advisory and strategic financial planning as the firm continues to grow, ranking No. 4 nationally in 2020 in average deal size.

She will be based out of Boston.

“Pi brings deep technical knowledge and innovative deal experience that we eagerly look forward to leverage for the benefit of our muni issuer clients. Her approach, coming from the issuer side, will be invaluable in ensuring the analytical value we provide matches the needs of state and local governments navigating the current unprecedented times and beyond,” said SWS Partner and Head of Infrastructure and Public Finance Gary Hall. “Over the past year, as the world was turned upside down by the pandemic, we have been adding top talent, growing our business and leaping to the front of the pack when it comes to pricing and structuring deals for our clients.”

“Joining a team as talented and results-focused as SWS is a perfect match for me,” said Ms. Hsu. “Over the course of my career in public finance, I have always been focused on using quantitative analysis to secure the most efficient, highest-value deals and I will continue that approach in helping our clients maximize value in the market.”

Prior to her role at MPA, Ms. Hsu was Vice President for Capital Markets and Treasurer for the District of Columbia Housing Finance Agency, where she oversaw all treasury services, banking partnerships, debt management, capital financing and other responsibilities.

She has also served as Director of Financial Planning for the Massachusetts Bay Transportation Authority (MBTA); Manager of Capital Financing Projects for the Jacksonville Electric Authority; and Manager of Strategic Financial Planning for the Illinois Housing Development Authority, among others positions.

Ms. Hsu holds a Bachelor of Business Administration from SooChow University and a Master of Business Administration from Syracuse University. She serves on the Board of Directors of Boston Women in Public Finance.
